Suppot missions - where it all?

I've visited many systems and stations, and i find what there isn't any SUPPORT missions there. I can't find any Restore Power missions, but the Disable power missions are present as well. what happened with the support missions??

Restore power missions show up when a faction is getting infrastructure failure. If you want them just steal some power regulators and they'll start showing up. With reduced requirement for power regulators there's less reason to be shutting down settlements left and right and thus fewer systems will be offering restore power missions without you causing it.

Support missions (Restore Power) require: a faction with a Negative state (see below), and that faction owns an Odyssey Settlement that is offline (because of the negative state), and the missions only spawn from the faction that owns the settlement, and the missions normally will only spawn...
