As title, was coming into a station and I saw a holo-display about the Fuel Rats, which then changed out into something else. Which came first? Game had fuel rats and some players decided to make them real, or Fdev legitimised the fuel rats into game lore?

The Fuel Rats came much earlier - they showed up shortly after version 1.3 introduced the Fuel Transfer Limpet Controllers, back in 2015.
That advert - and a lot of others - were added for the winners of a "design a new advert" competition ... I can't remember exactly when this was, probably 2-3 years ago.

Oh, cool. Glad I'm not going crazy though. Or at least, I think I'm not. But guess I wouldn't really know if I was. 
Yeah, the fuel rats ad was one of the winners back then as I recall. I see it every once in a while.
I wish there were more things like this ingame.
Going into Empire space you might get spammed with Empire based companies or powers and (god forbid) might even lead to you getting a mission or two from replying to the ads.

Fuel Rats came first. Just as Canonn was the first and only player group to have their own fleet carrier that was controlled by the devs, but coordinates given by Canonn. 07 to the Gnosis
