Have the surface assault missions become more rare? Going through a bunch of War and Civil war systems and I can't seem to find any
You just have to find the right systems. Having neighboring systems with lots of landfall settlements help. Up until yesterday, my local systems were offering nothing but surface assaults.
Keep looking, you'll find them. When you do, there will be enough to stack your transactions screen full of them.

Also, WAR and CIVIL WAR helps, but they can be found in other systems as well.
