Surface Conflict Zones

Most people seem to agree that Horizons has been sorely lacking in meaningful PvE interactions on the surfaces of planets. I'm aware there are unresolved technical challenges involved in getting NPCs to drive the SRVs, so racing and ground-based vehicular combat are probably a long way off, but is there any reason we can't just have regular ol' Conflict Zones spawn a few kilometers above the surface of a planet?

Gravity, surface features, dogfighting in canyons, etc. would add a degree of variety to the challenges players face in CZs, and seems it might be a quick and easy way to add another reason for people to actually go down there to the surface.

Im all for having more content on planet surfaces but the ones we have access to currently are for the most part just barren moons and they should remain barren.
Now when we get access to new planet types, hell yeah, pore on the content.

They can remain barren and still have content, though. Even a small moon would take many hours to fly around in normal space, so adding a few temporary combat zones to a small subset of planets and moons inside the inhabited bubble isn't going to take away from all that emptiness, it's just going to give players another option for things to do down there, if they want it.

I don't think all planets should be teeming with ships; you would be so unlikely to just stumble into a fire-fight while riding your SRV around a random crater. You'd need to fly directly to the combat zone POI or be landing at a station where a fight had broken out.
