No it wont allow to land on that settlement, If you see this kind of mission try it yourselfUse the TAXI, i do it all the time and I'm wanted all over .....
No if I pay the bounty go back to Station and then comeback to Settlement they will fine me again for trespassing
If your mission is to kill the politician, accept the bounty and just kill everyone. Or abandon it.

Don't land on the docking pad of the settlement, find a flat piece of ground nearby and land there. Then sneak around the settlement to avoid being scanned, or go in guns blazing.
Yes I tired to sneak in but it notifies me to be bounty and the Skimmer comes to me.
Scanning the beacon will give you the location of the target, and killing that target will get you a bounty. If you are concerned about the initial fine or small bounty for trespass perhaps killing politicians is not an activity you will be willing to do either.
I don't know whether there's some new Odd mission that works in a different way but I just dash in & scan the thing (which sets off the alarms & gives me a small fine/bounty) then just scarper without firing a shot. Once the mission is complete I'll pop over to an interstellar factor to pay off the bounties.
I just want to play in a stealth play, I will retry that mission somewhere else because im just curios.
