Surface port local services disabled for no apparent reason

For some reason the local services are disabled here:

I don't have any fines nor bounties, nor am I wanted anywhere. Yet, the local services are disabled, even though the system map says otherwise:

From those, commodities, refuel, repair, restock, outfitting, power contact, search and rescue, missions and livery are actually not reachable because the local services menu isn't enabled.

(Ok, also vendor, bartender, frontline solutions, pioneer supplies and vista genomics are also not usable, but that's not because of the local services button being disabled. They might be enabled but they aren't found in this kind of surface port.)

The system is in a "boom" state, so that can't explain it either.

I don't remember ever seeing this kind of thing before (including at other odyssey engineer surface ports.)
 
Try relogging. I've seen a bug recently where certain menu options were disabled when they shouldn't be but fixed after a relog or by undocking and redocking.

Otherwise it might be the settlement's state is lagging due to BGS overload and the settlement itself thinks its in one state and the system map thinks its in another.
 
Correction: I think that the refuel/repair/restock are available through those buttons. In the screenshot it's just that my ship didn't have the need so the buttons were disabled for that reason. The main "local services" button is still disabled regardless.

And btw, relogging didn't change the situation.
 
That's an engineers base? As I recall many services aren't available on engineer bases, not sure what ones apply for Marshall's Drift but that is an Odyssey engineer so maybe only on foot services are available and not the ship specific services.
 
It's an Odyssey engineer base. These never had any ship services other than the three R-s you can access via the shortcut menu.

Is that different in the Colonia region? Because I unlocked four Odyssey engineers there, and in all of them the local services was enabled. The engineer could even engineer your pinned blueprints.

Aren't the Colonia Ody engineers based at planetary ports as opposed to their hideouts like in the bubble? Reckon that's the reason.

Yes the Colonia engineers were also developed as part of a CG and the higher the CG the more services and higher engineering levels they had available, so yes very much different, whether this would affect station services I don't know, but if they are placed at planetary ports then the ports themselves would have services available separate from the engineers.
