The real mystery is how the ED universe can be so regulated and deregulated at same time. How does any ED enforcement authority know what salvage was legal vs illegal in the first place?
Only way for it to be illegal is if it is regulated, and in order for anything to be regulated - reasonably rapid C&C (command and communications) must exist between all parties to pass on, store data, and enforce regulations. Yet clearly, the ED universe is basically the tech version of the wild, wild west without even telegraph machines or stage coaches.
Regulated vs Deregulated examples and contradictions:
1. Even huge, nodal systems can't communicate well enough to pass vital banking info - no intra-system cashing in bounties, claims, etc, all in person - yet pirates know instantly via their devious FTL TradeLootz (tm) system the very second a trader with cargo leaves a station.
2. Anarchy systems exist all within interior of bubble as well as along edges - also Feudal and other primitive forms of government, implying the ED universe is chock full of Firefly-like state of chaos, every man for himself, wild wild west again - very little regulation as there are so many autonomous, cut off, no information flow systems.
Yet in the midst of all the anarchy, you scoop up one tiny piece of floating space debris in the middle of nowhere with no one in site, but the second you do, every authority in every location via mysterious FTL system not used for trivial lesser things like banking knows that it is 'stolen'. Is there some nano-tech embedded in every conceivable manufactured item such that even the tiniest portion of that item is nano-tagged and noted as stolen if anyone other than the registered party shows up with it?
Ok the above theorycraft works, but only if there is this obviously not in game uber-registration organization. Who would still need to register and store that info via FTL means, which doesn't exist apparently. Not even couriers that fly routinely like stage coaches between major cities to transfer vital mail and bank transfer info.
