Powerplay Faction: Zachary Hudson System Alerts showing high base income systems being fortify ignored??

Going by the information I see within the powerplay menu, I can see that some systems that we're not fortifying are being left for dead by the undermining forces. Take for example Li Jungu and Phra Mool. They both show relatively low upkeep cost vs their base income of over 100cc. Why aren't we fortifying these systems?

Kaushpoos also shows a profit base income of 61 vs an upkeep of 27cc, and this system is particularly useful to Hudson commanders wishing to redeem Alliance vouchers at the rates set by their rating.

You should read the weekly stickies on reddit. Here's a link to this week's: https://www.reddit.com/r/EliteHudson/comments/432f9x/week_35_strategy_updated_daily/
Kaushpoos loses us money every week, it's on the do not fortify list. As far as I can tell, the PP in game menu does not give all the pertinent information when it comes to systems costs.

Hi, the goal is to finish the week with enough CC to afford a couple of systems next week. Too much CC will cause us more problems than not enough.

Li Jungu is a very profitable system but it is a long way from Nanomam and it has the highest fortification trigger of any of our control systems so it is only fortified by our most dedicated fortifiers.

Systems that are undermined and not fortified are not inherently at risk. They only go in to turmoil if they are undermined and we finish the week with negative CC.

There are closer Alliance systems than Kaushpoos, but it isn't going anywhere anyway.
