Yes. It's the not very good smuggling mission system that randomly spawns NPCs in absurd locations. I guess someone thought that would make the game more interesting - it doesn't it just makes the game more annoying and less immersive.

System Authority ships in systems without any System Authority or human settlements.
System Authority in normal space after a random drop to normal space out of SC or in WSS, USS, SSS. The System Authority ship is already there.

I bet they would still spawn 65 kly from Sol.

Well they could be looking for pirates or had from point A to point B which cross that system. I guess some people think oh there No planets so maybe there should not be ships.

Security Vessels shouldn't have spawned in inhabitant, not controlled systems. Anyway I didn't have cargo I was only on exploration :)
Or it is because of the Canonn, researcing the UA around Merope :)

And the 'you are hard to find...follow me' chap seems to get around too :D

I like those guys. Especially the ones that keep accidentally pressing the 'drop immediately from supercruise without actually saying what you were meant to say to the person you worked so hard to find' button.

" you were so hard to find... Arrrgh! .... Ah crap! Not again" as I continue on wondering what the guy that is now just a low wake wanted.

System Authority ships should never spawn in systems without a station or outpost. It makes no sense.

Sure, if they added something like:

-Federation Marshal
-Imperial Adjucator
-Alliance Minuteman
-The Spanish Inquisition

THEN i could understand if someone arrived in systems I did not expect them to.
 
I've been undermining for Powerplay in Anarchy systems, and had Authority ships drop in, watch me kill an NPC, scan me, watch me kill another NPC, and then leave with a merry farewell. :) It's Anarchy! They could've just stayed home and saved the fuel!
 
If you take on a smuggling mission before heading to Sagittarius A* you'll have someone to keep you company on the way :D

I haven't seen ships spawning in uninhabitted systems for a long time - however there could be someone building a station nearbye?

They're just early for their first shift.

You can't actually go there on the beta server at this time, though. You just get stuck in hyperspace for a while and then get a matchmaking error.
