What gives?

I can't go back into my favourite bounty hunting extraction zone as all SAV just swarms me for no apparant reason. I'm not wanted, I dont have any special reputation or standing with any of the factions where I'm at and they still keep hating me for ... something?

You're killing members of the same faction as the system police.
Thats why they are attacking you.
Regardless of whether they are wanted or not, the police belong to that faction.

As Above - You attacked the vessels that the security forces hold dearest: Their friends!

You're best hunting for bounties in Anarchy space [Nav Beacon or Resource Extraction Site], with a Kill Warrant Scanner. The result: You get all the bounties you like with little ill-effects.. Plus, you can pirate if you want as well - Just remember to turn off, "Report crimes against me."

I'm Friendly with the Empire, therefore, every NPC or CMDR that is aligned with the Empire shows up as green.. If I see a Wanted NPC who is aligned with a friendly faction, I won't go after them, even if it's lucrative - Since they're the people making a positive impact on the Empire.

PS.
I pretty much got status up to Friendly just by killing things. I've hardly done any missions for the Empire. Also [I can't verify this], but I'm sure that after bounty hunting in Federal space, and killing Federal-aligned vessels, that I got the little blue arrow for the Empire as well.

It's a bit buggy. Just get out of range and they'll clear their aggression.

I avoid lawful systems for this reason.

Do they actually shoot you or are they just red? You might have ruined your reputation there somehow, like smuggling stolen goods.
