System Authority Vessels in Anarchy System?

I've been patrolling in an anarchy system looking for bounties. I was engaged in a fight with an Eagle when a System Authority vessel jumped in, scanned me, fined me for illegal cargo and sodded off..

I though anarchy system were supposed to be free of authority vessels, hence the "anarchy" status?

I could understand System Authority vessels conducting anti-pirate operations in near by anarchies, like the missions we get offered... but fining you?
Who does it say the fine is with?

There is at least one Anarchy system out there (Riedquat) which is aligned to a major faction (Federation). So you could conceivably run into Fed ships that are in their jurisdiction there.

Just a cautionary note.

This is in Uszaa. It's an independent system. There are quite a few system authority vessels about.

The fine was for Uszaa but galaxy wide. The bounty on the Eagle just about paid it off...

Saw it today a couple times, an authority ship showed up just after the fight had ended, although it didn't belong to any faction. Figured i would chance it and pick up the 10! Free palladium lying around. Half way through, it came over and scanned me for contraband, then buggered off without another word, while i was mid-scoop. So i'd suggest its a bug, but nothing at all to worry about

I was in Uszaa an independant anarchy system, idleing to 0 at a resource extraction site so I can alt-tab. Suddenly I was getting scanned by an authority vessel and got fined 45k for my stolen goods. Where do I submit a bug ?
Of course I paid the fine, if it is a bug can I get reimbursement ?
