Horizons System authority vessels

So, I'm light years from anywhere (10k plus ly) in an uninhabited system. It's all unexplored, so I decide to scan everything and have a look round. This done, I land on the last moon of the last planet and have a little drive around in the SRV.

All of a sudden I notice a blip on the radar and - whoa - it's a 'system authority vessel!'

In a system with no inhabitants and no 'authority'

Is this common? I've not seen it before. It makes zero sense.

Oh I love these!
1. He is a lone authority vessel looking for the criminal scum who murdered his family and fled their home system. He has left his/her post and is out revenge!.
2. Dirty Harry style cop who is hunting down the kidnappers of the daughter of his home systems governor and last reports are hiding out 10k lys away in that very system.
3. Space madness! A cop who has gone crazy and thinks he is in his home system but has really just flown off into the black....
4. He SAYS he is a system authority vessel! Who is he really? pirate? alien? crazy AI? Harry Potter?

I've seen it before too but it's no issue for me. Might be good to have around if the stray pirate shows up while I'm defenseless on the surface.
