Just something that occurred to me after dropping out of SC at a nav-buoy and finding a bunch of ships who weren't terribly happy to see me....
There are systems at war and in lockdown as a result of BGS-related shennanigans.
How about if some of those situations sometimes resulted in blockades near the system nav-buoy?
As you jump into the system you'd get a comm's message telling you that a blockade was in operation and any attempt to continue through the system will be considered a hostile act.
You'd have the option to jump away but if you tried to continue to a destination within the system you'd be interdicted and find yourself in among a bunch of ships similar to a CZ but where every ship is already hostile.
The picket ships would only operate within a certain distance of the system star so, after being interdicted, you could fight and/or run and you might be interdicted another couple of times before "breaking through" the blockade and being able to continue on to your destination.
Having been interdicted, there'd be the possibility that you might immediately be fired on or, alternatively, you might be told to dump cargo. In that case, dumping some cargo might allow you to continue on your journey to deliver the rest of it.
Obviously, you'd get players in tanky big ships who'd be able to give a bunch of NPCs a good hiding so the game would have to spawn more and more ships to replenish the blockade.
However, there'd be the chance that a big ship drawing fire would get the attention of all the picket ships and other ships could slip past the blockade in the confusion.
FDev obviously want to create the perception of unrest within systems or they wouldn't have created CZs or those wacky checkpoints.
Seems like having blockades around nav-buoys might add to this.
And it'd give players a reason to build proper combat/trader ships and even organise multi-player operations to run a blockade with combat ships escorting trading ships into the system.
