System Colonisation contact greyed out

Spent the evening searching for a system I liked. Went to a station with a system colonisation contact, and...find it unselectable and greyed out...

Anybody know why...?

While I haven't investigated, I have a hunch that it is greyed out in systems that require a permit.

If that's not the case then at least it will be easily debunked

No targets/valid targets within range of them maybe.

I'm currently experiencing the same thing, a valid target system is 5Ly away, but still no likey.
