This does only happen in systems where I'm unfriendly (Ie Federation, Wolf 359c, et cetera) but there are countless system defense forces, and this makes it hard to bounty hunt because they all spawn in first, and no wanted criminals spawn in? At least, they do sometimes, but rarely, or they take a long time to spawn in and I'm outta there by then.
