system description in the reports

Not exactly sure what you're asking... are you talking about how some systems have a description, and how to get one added? If so, they were either put their by Frontier on lore-specific systems, or are added when a player group asks to get a faction added to the game. There's no other way to "add" a description.. if that's what your asking?

Yup, that gets added by FD.
Did you provide one when you requested your PMF? If not, that's the issue. If so, shoot a support ticket in and enquire further? https://support.frontier.co.uk/kb/
Note, depending on the content of the description, if it contained anything which might not fit FD's requirements... e.g it's tied to plot elements FD want to leave untethered to players, or the description may not fit the lore and environment of Elite, it may have been quietly rejected.
I note your screenshot is in Russian... one of the requirements is that descriptions are in English, so that could be the problem? More info on the requirements is here: https://tools.elitedangerous.com/en/factions

Right, so, it's awaiting approval of the text description you provided. I guess a different area of FD does that, so, hurry up and wait?
Alternately, send a support request per the link I gave above to enquire further about the status of the description approval.
