Yep, it's the centre of the nebula. I think all of the proc-gen nebulae have a similar null <sector name> AA-A Hnn system.
 
Should be the name of the nebula. Just in case you can do a test, there should be a option to turn those names off in the last panel on the right in the Galaxy Map (where you also can turn off showing bookmarks and the likes).

Confirmed, it's the nebula name.
 
The stellar forge generates ordinary nebulae in much the same way it generates stars; each one has a star-like "name" and each one has a (non-selectable) centre-point; even if the nebula is a hundred LYs across or more, the centre-point is considered the nebula's "location".
 
Yep, Sapyx has it right. It appears that the Stellar Forge even simulates some systems turning into nebulae, and as a side effect of this, a sector can contain more than one procedurally generated nebula. (For example: the Dryooe Prou AA-A h55 and h131 nebulae, both near Jaques.) Then there are the planetary nebulae, of course. Sometimes, there is a "central system" left behind from which the nebula came, but most of the time, there's nothing.
Meanwhile, non-procedural nebulae have their own spherical regions, where the original name of the sector is overwritten with the nebula's name. (For example: Little Gem Sector HR-W d1-0)
