Newcomer / Intro System Security and Bounty Hunting

So I've seen conflicting reports on how system security affects bounty hunting, and it's hard to tell what information is old and what isn't.

I've read, and it makes sense to me, that Low Security would mean more wanted ships would spawn in RES. Less cops, more opportunity for evil doers.

For the best possible spawn of wanted ships, High Intensity RES in star systems with high security are the ideal place.

I thought maybe this was just a typo, so I went to the comments and someone else had the same concern. A user by the name Leo McCoy responded with this:

This isn't a misprint. A star system reaches high security levels only because it has become unstable in one form or another due to an inner conflict or outside force, guaranteeing rogue ships to be abundant throughout the system. By contrast, low security RES are all wastelands.

So which is it. High sec or low sec?

You know, good question. I've been playing since Beta and I was always under the impression that low-sec = more wanted ships. I'd take it with a grain of salt either way - whether it be a low-sec High RES or a high-sec High RES (or Haz RES), there's still enough ships to blow up for anyone.

.... Thinking more about it, I recall a post by one of the Devs that stated when a system goes to war or is in civil war, it's security will drop; i.e. a High-sec will drop to a mid-sec if there's a war present, meaning more turmoil. I've never actually checked this for whatever reason, but perhaps someone else could confirm?
 
Pre 1.4 security was seen to have no discernable effect on res spawning (or anything really)
In 1.4 it does seem to have an effect on police interdiction and speed of police response to hostile acts, so it may finally have some effect on res spawning. Do some research, you might discover something
 
I thought I'd link an official response I got over on Reddit from the same thread. According to the post, only the type of RES affects the spawns. System state and security influence spawns in the system outside of RES.

I had a bit of a chat with one of our design team, and can clarify that spawns within RES sites are influenced solely by the intensity of the site itself.System security affects everything in a system outside of these instances. General travel around the system in supercruise is influenced by the security level as well as the system state. Therefore, low security systems will see more pirates, while high security systems will see more system authorities.
As for the system state when, for example, you're pootling around a system experiencing a civil war you may see additional wanted ships on your contacts list.

Not true. Some folks tested this in 1.3, and anarchy would cause +-7x more than high-sec. This was tested by hovering above the primary star and counting the number of pirate interdictions. Nobody really cared though as interdictions were meaningless.
