So I've seen conflicting reports on how system security affects bounty hunting, and it's hard to tell what information is old and what isn't.
I've read, and it makes sense to me, that Low Security would mean more wanted ships would spawn in RES. Less cops, more opportunity for evil doers.
The wiki claims differently:

For the best possible spawn of wanted ships, High Intensity RES in star systems with high security are the ideal place.

This isn't a misprint. A star system reaches high security levels only because it has become unstable in one form or another due to an inner conflict or outside force, guaranteeing rogue ships to be abundant throughout the system. By contrast, low security RES are all wastelands.
So which is it. High sec or low sec?
