System used to be Empire, now pirate?

A system I regularly do business in, has a controlling NPC faction that is affiliated with the Empire, and still is; yet now the markings in the stations are pirate. Suggesting it’s either uncontrolled yet there’s no mention of anarchy, civil war or station changing hands on the faction report.
Doesn’t hurt my dealings, but clearly a major BGS change.
Any insight as to why, would be appreciated.

I expect that it was previously an anarchy. Sometimes the stations can take some time to catch up with changes. Sometimes the never do. We've got an Empire dressed station that has never had an empire faction.

I have to agree somewhat.
Archon Delaine’s portraits are all over the station, yet his Powerplay realm of influence is at the other end of the bubble. Station showed no sign of civil war, retreat or any state other than boom.
Really quite odd.
