Newcomer / Intro Systems and what they trade etc?

This question may not have an answer, but here goes. Trying to get combat stabilisers for empire faction mission... but I can't seem to figure out where to get it. The birds said look for an empire system that is under "dictatorship" type govt that is also high tech. Is there an easy to search for that on the map / another website that can show you a list?

The built in map is annoying because I can't put multiple filters of alliance, govt and economy

Set filter to Empire. Move to the empire space, set filter to High-tech. Move your mouse over each of them to see if they're a Dictatorship.
I can't think of better advice, sorry.

I would start off by just filtering for hi-tech systems then, as there will probably be far fewer of these, so easier to go through them one by one and see what government type and faction they are.

I get the impression in a lot of places that the current maps are a bit of a placeholder for something better to come.
