Systems Flipping: Lockdown state

Has anyone had luck removing the "Lockdown" state for a system?

In this state, a factions influence will only decrease, but not increase. We have tried a number of missions, but they all exclusively increase lockdown. These include:
  • Steal:
    • Weapons
    • Narcotics
    • Medicine
  • Trade
    • Weapons
    • Narcotics
    • Food
    • Medicine
    • Slaves

I have raised a ticket with FD as the above behaviour may be a bug of some sort...

It may be the case that you are required to increase lockdown status to cause a "civil war" thereby triggering a possible faction takeover.

I am not sure of the exact mechanics in this case so, if someone else has better knowledge please share.
