Newcomer / Intro Systems for Passenger Missions for building imperial rank?

Hello! As the title implies, I want to work on building my Imp rank as I do passenger missions. I know that this isn't the most effective way to build rank, but I want to do passenger missions atm and have built up a lot of fed rank doing them over time and want to switch over to an Empire system for the same thing. Currently, I'm stationed at Rhea, and my primary station is Ito Orbital. I'm allied with every faction there except for one (it's a drug empire) and each minor faction is associated with the federation.
The reason Rhea is so good for me is that it seems to have lots of one-jump missions going to the same place, with short in-system travel times. I know in the past the money was at Wohler Horizons in LQ Hydrae from Rhea, but recently I found that the shorter in-system flights pay about as well. Also, every faction is fed-aligned with the exception of one, so I don't have to worry that a mission I'm doing isn't slowly building my rep.

The thing is, everywhere I've tried going to for a similar setup in Imperial space has led to disappointment. I started at Cubeo, after I read some old forum posts that said it was a good spot for it, but it had two problems: Number one was that only 2 minor factions there actually were imperial, so I wouldn't be building rank there by doing jobs. The other was that not only were the missions all going to different places ( I understand that this will change once I can see more missions because I'm not allied yet, but that isn't the main problem), but they were all about 100k ls away from their star, and paid far less than the jobs at Rhea that were also neutral and going to a place far closer than these. Every system I've tried so far has had some or all of these problems. I don't care TOO much about the payment, but it dropped from a few million per bulk mission to around 30k per bulk mission, and about 600k-1million per vip to around 100k per vip, which is pretty hefty.
I should mention that I'm flying a Beluga, so I need a large landing pad.

Tourism economy generates the long-range colonia missions as of like 2018, so they're actually some of the worst stations for it.
I think they simply offer more passenger missions in general, but it could be true that after you gain rep with the factions, the missions turn mostly into long-range tourist hauls.

In any case, you can try Dvorsi and the systems around it. From what I remember, those are highly Imp-centric when comes to the number of factions.

I've made this point numerous times before on this board, and I've never actually gotten any replies or learned what is true, but I speculate that tourism economies are in systems that are destinations, not departure hubs.

I think the main thing is to be at high rep, allied with the various faction. As long as this is true you'll have plenty of really good passenger missions, Elite level, that pay well and shower you with G5 mats for being such a fine chauffeur. My experience after hauling thousand of passengers, mostly sightseeing, is that the system itself is of no real consequence. Faction rep is the key.

You'd think Tourism stations were the destinations, but that's not actually true.
They're odd, but the way they work now is that they are the only stations that give the Colonia passenger missions. So, they depart from there to Colonia. This change happened because inititally any station could carry these Colonia missions, but it caused passenger lounges to be flooded with them. So, they moved them to Tourism only. And that's what their purpose is now.
 
I hate to say it but out of game tools such as eddb.io allow you to search for systems of the Empire and then check the minor factions. Depending on the type of passenger missions that you want to do you might also wat to filter by system state in addition to the primary economy.

Achenar is Empire only and has 6 minor factions
Shinigami has 5 minor factions for the Empire and 3 Independent

Both are listed in eddb as having a public holiday which may or may not effect the passenger missions
