People weren't very helpful in 2015 were they? Much friendlier now 
The Cutter was only just introduced the day before the OP posted. Presumably no-one knew the answer.
And it was the Horizons update (2.0/1.5); those few CMDRs who had finished the downloading were probably all out driving their SRV for the first time, rather than looking for Cutter discounts.

Sure but I'm a cheapskate and won't feel right if I know theres a cheaper place I could have gotten it for haha.
