Talking to modders

Not sure if this is where I should ask but I see youtubers and the descriptions of nexus pages saying how you can request/commission mods. Just wondering I would best get in touch with these or if you are a modder how I could best talk to you on a topic like this.

A lot of them have Ko-Fi, so go to Nexus and click 1 of the mods and in the mod description it'll have a link to their Ko-Fi

They have a discord you can google for, many have links to their Ko-Fi (try Leaf's mods, I know they do).
