Engineers Target ETA and Power Distributor question

Hello forum! I have some questions, please if you know the answer share it with me.

  1. So what does the target ETA mean? It means if I go into the target system outside of the target ETA the mission target wont ever appear? I have to be in that excact time period as the target ETA to find my target?
  2. What does the 7.0MW recharge mean for weapons? I mean how much pip do I need to get that nominal 7.0MW which is stated as info for the power Distributor? How do the pips change this recharge?
