Newcomer / Intro Targeting Sub Systems

I've seen in older videos and tutorials the ability to target certain sub systems of ships through the UI. Is this still an option in full release or was this pulled back? If it is still an option, how does one go about doing this because I haven't seen an option for it yet.

yes, still an option. You can bind keys to cycle thru the subsystems, or you can use your left-side screen to select and target the sub-system.

Binding a key is the way to go.
