Newcomer / Intro Tarquin Unlock - Federation Combat Rating

Do I need to be in a fed controlled system to advance my combat rating requirement to unlock tarquin or can I just blast away anywhere?

Does this rating advance on kills alone or does it require that I kill warrant scan and turn in bounties?
