I decided to see if the new Engineered V1 FSD was any better so I collected the required datamined wakes, went to a human tech broker and unlocked the FSD. However, when I went to outfitting the FSD was not listed for sale so I went back to the tech broker and the FSD was listed as available to unlock (again) but I couldn’t unlock again because it took all my datamined wakes the first time. Is this a common bug or should I open a ticket?

No ticket. Go to outfitting, stored modules.
Other than the other TB modules here you exchange your mats (10.10.10.12) for a module you then own.
I hope you did not have all 120 slots of your inventory already filled with other garbage like prismatic shields and such. :-I
After two weeks (from which is now one remaining) you will have to pay 18.26.26.28 for another of the same modules.
And when you are at it, collect the mats for the mass manager experimental effect also. Palin, Chloe, Farseer.
Although in your stored modules it just shows as a c5 fsd nothing about ready engineered.

The Tech broker DEFINITELY took my materials and I got nothing in return.
Update:
I put in a support ticket on May 19 and today a GM replaced my lost materials, acknowledging that it's a bug they're looking into.
I went to a different tech broker in HORIZONS and bought the module successfully. Several others who've experienced this bug seem to only have it in Odyssey so for now, I suggest only buying the module in Horizons.
