for tech broker unlocks. do you have to have all ingredients all at once to unlock? ie the size 4 rack at rescue ships.

or can I put some of requirements in individually? and just didn't see how?

You do have to have all requirements to unlock them on you, yes.
So cargo & materials all at once.
