This is a touchy subject so I begin by saying that this is not a post about PvE vs PvP, nor is it my idea of a permanent solution.
However, the fact is that the Mobius groups are a de facto "open PvE" mode, yet in light of recent events (max. member count + people deliberately breaking the no-PvP rule) they do not work as well as they could. My suggestion for a temporary fix until there is some proper system in place to hopefully remove the need for a separate PvE group:
• Add a "PvE group" option to the set of game modes and officially specify that no PvP is allowed (outside of special circumstances like opposing sides in a conflict zone). The official rule is important as it allows reporting (and sanctioning) players for violating the rule.
• Make it work like a private group, but joining is simply automatic by selecting the game mode.
• If someone fires on another player that is not shown as hostile on their scanner (subject to same safeguards as accidentally hitting friendly NPCs), they get a temporary ban for the PvE group and are immediately switched to open. The ban's duration should increase for repeat offenders. (This is not a perfect system, but should be relatively simple to implement and better than the current, non-existent, auto-enforcement in PvE groups.)
• (optional) Don't allow entering the PvE mode if you have active bounties gained from attacking human players in open. This is to prevent killing players in open, then going to PvE to avoid retribution.
Again, this suggestion is meant as a hopefully simple-to-implement temporary solution to address the shortcomings of the already existing PvE private groups. It has flaws, especially when it comes to automatically enforcing the non-PvP rule, but I think it would be better than the status quo (two separate, human-maintained groups with no officially recognised rules and no auto-enforcement).
For a more long-term solution, I would really like to see something that would allow PvE and PvP players to share the same "open" mode, but that would surely require a much more complicated system. And, not that it matters, but personally I play open almost exclusively, but I am a member of Mobius since sometimes there are more players there than in the same area in open…
