To get access to Terra Velasquez the screed says to do 6 covert Theft/Heist missions.
Do covert ESPIONAGE missions also count for this purpose....?

No, only what is stated: Theft and/or Heist. Stick with Heist, I think Thefts are bugged at the moment.
