Terraformed world with no one home

I visited LTT 15493 which is a federation system supposedly with Industrial and extraction - the planet contains life - has been terraformed, but there is no base or people.

Interestingly in the galactic 'Info' the Survey report states the system is devoid of life not added by Cmdr Bill Weyson Dec 3299.

Possibly not the case here, given the odd description, I have wondered if a few of the systems imported by hand from FFE are 'broken' in E: D because of the lack of planetary landings (i.e. in that they originally had a planetary landing spot, but no stations in orbit). Keep meaning to check some systems, but never quite getting round to it.

They landed a disco-conda on the surface and have been partying ever since, occasionally you'll see a T9 land with a hold full of onionhead and performance enhancers

Wasn't LV-426 partially terraformed once? - that had no life on it after a certain incident the size of Nebraska (we hope)

Just checked in game - there is a planet Miranda, orbited by a station 'Browncoat Refuge'. I suppose that counts as another Easter Egg!
