Does anyone have the same problem? Maybe it is only on AMD cards?

Yamiks has a framerate-related post on the ED subreddit and mentions having this exact same issue regardless of what settings he uses. And he has a 2080 Ti last I checked. So I don't think it's AMD related; it's FDev code related.
