Terrain Work setting!?

So I see lot's of planetary textures 'loading in' ALL the time whether at a distance or close up and so much of the time the textures I do see are blocky and 'pixelated'. I have the 'Terrain work' turned all the way up but no matter whether this is turned up or down the texture 'loading in' or 'pixelation' always seems to be the same and I see 60fps pretty much all the time. So my 'question' (issue?) is whether or not this is 'working as intended' or is this THE problem that everyone seems to be complaining about. If it is 'working as intended' is there no way that I can be allowed to turn 'Terrain work' up even higher so I can actually get less fps (say 35-50) but have less 'loading in' and pixelation, which is more of an issue than fps for me?
Are there other settings I can adjust to reduce the 'loading in' and 'pixelation' effects?

PS: I am running a 10th gen i7 with a Geforce RTX 2070.

The horrible pixelation you point out is from the "heatmap", not from terrain. That''s an entirely different problem.
 
Terrain work was added some years ago (probably around horizons) and was an option for top end graphics cards. The game, from what I understand so far doesn’t react brilliantly to settings, graphics card power, or anything else currently until odyssey is properly optimised.

Did anyone ever find a fix for this? I just switched to 4.0 since they stopped supporting Legacy, and everything in Odyssey so far looks awful. My terrain textures are constantly loading in, regardless of distance. It makes driving the SRV very disorienting. This didn't happen in Horizons. My Terrain Work setting is also at max. Textures are also grainy and terrible looking at a distance to boot.
