I have no expectation that this idea might be implimented but I'm going to put it up here in case anyone else likes it and for the exceeding remote propect of it becoming a reality. I also realise that there may be technical limitations that prevent this being done.
My proposal is to make a meaningful PvP aspect to the game. Set up monthly contested systems with space and ground CZs. Each faction would have contested systems relative to the other two factions so for example Alliance would have a system to defend against Imps and another to defend against Feds, they would also have a system that they are aiming to take from each of the other two factions so each faction would have two systems to defend and two to attack. The systems could either be determined by votes or by proximity to opposing factions. Only player combat actions would have any influence on the outcome and I would suggest that PvP would carry more weight than PvE actions, so destroying a player ship would have ten times the weight as destroying an NPC.
At this moment I don't think its worth getting too much caught up in deatils but I'd be interesed to know why everyone would consider it be a bad idea.
