Text comms to othern players

In many other games you can see a list of players in your 'area', in this case system or nearby system, and send text back and fourth. Why can we only send text another ship if we are in space with it?

I was having a good conversation with another player until I docked... seems a bit limiting, or am I missing something?

Nope, you can send a message to another player if you are docked.

Since I did this fix I've (mostly!) been able to talk to anyone anywhere
