I don't think PP is meant to be fair. The little guy needs to be lucky to survive. If the Kumo crew perish, they will probably be replaced by a new pirate faction somewhere else.
If a power gets to powerful on the other hand. I think the will eventually be split or dealt a harsh blow by the story line.
