What influences which rescue ship a Thargoid Invasion Evacuation mission tells you to deliver evacuees to? I'm tryin to evacuate people from Luggerates, and it's sending me to drop off evacuees at Tarach Tor 160 lightyears away, when there is a rescue ship in Ross 112 only 87 lightyears away.

What gives?
