I own three on two accounts. For both accounts I took a Mandalay with 1 tone of Steel, went there, finished the one fine set for each in 5 minutes, and went back to claiming systems. So you don't see my three there, and I can bet most Panther owners did the same.

That is how the counter normally works, a ship passing through the system ups the count by 1 - if it never leaves (so is offloading a FC then departing on the FC - it doesn't get counted. (same as when I'm playing the CZ game, arrive & depart from FC, no ships passed through the system, so FDL count=0 despite me being active!)With the CG going on, the figure would probably be a lot higher if that were the case.
