Seeing as it's a game mode that more than 90% of the player base doesn't care about, It shouldn't be in the main window, but hidden far away in some forgotten menu somewhere.

There should be an option to choose bots or human opponents. There should also be a spectator mode where people can watch particular matches. Ship losses in CQC should no be subject to rebuy and nothing is gained or lost in the main game as a result of CQC.
CQC should be enhanced to have multiple levels of combat. SLF (As it is today) but include Small/Medium/Large ship classes and let us take any ship in our possession into the arena for testing and PvP.

CQC should be brought entirely into the core game, either as stand alone dedicated areas in a reserved system, or, as should have been the case, actual dedicated fighter (small ship) gameplay. eg: Sign up to a tour of duty (eg: 1 hour) protecting/attacking an area etc...
