There are probably other bars at Jaques Station. As far as I know, the lore doesn't specify that Jaques' bar is in the concourse.

And when NPCs say if you are successful on a mission that they will buy you a drink, if you are successful on the mission, when you get back, they should buy you a drink at that bar.*
