Since Frontier already gives away the 1984 version for free, you should see about getting it on the C64 Mini.

The version Frontier gives away is for the BBC Micro and distributed by Acornsoft. I'm not sure if Frontier has the rights to distribute the Commodore 64 version which was distributed by Firebird.
I have no doubt, however, that the C64 will be capable of playing the Commodore 64 version of the game. The disk image is available all over the internets.
