When deciding what bulkhead to use for your combat kitted ship, consider the following. It might seem like a good idea to go for Reactive Surface Composite, since once the attacker is through your shield, multi-cannons will do lots of hull damage. However, my feeling is that with the introduction of shield banks our assumptions have to change a bit as well.
The problem is this: with a good shield and a good shield bank, your shields should never go down. Ever. If they get close to breaking, just use that shield cell, and you're up again. Meaning: IF your shields go down then your opponent most likely has LOTS of REALLY good lasers, or otherwise you would never see the shield go down. Hence, with that in mind the Mirrored Surface Composite bulkhead is the only logical choice, to continue working against your thermically equipped opponent.
