I like where you are going with that build, however I would build it like this.
Changes I made it as follows: better hull, fuel scoop instead of fuel tank and interdictor, different power priorities, I think this will make a great assassinator or bounty hunting ship. It should be able to operate in a small system where there is no place to buy ammo.

I personally don’t like weak hulls and prefer to have fuel scoops on my ships, even if it is a small one. I understand that you are using the extra fuel tank as extra ammo, but for assassination missions the 18t could be enough. Would like to know how many shots would you get from that and how many extra the additonal tank provides?

I have no experience with the FAS or plasma slug ammo, so take my comments with my ignorance in mind. I have only tried the Gunship and I use it as a liberator/pirate ship.
Plasma slug drinks like a fish - you need a lot of fuel if you play out late.
 
If you want to enjoy flying the FGS (and that’s by no means a guarantee) then you must yaw. Using all of your maneuvering directions is a good idea in general, but the Gunship has really really good yaw compared to its roll and pitch. For me that was the difference between “what a sluggish brick” and “here’s 4 medium PAs to the face”.

I've not taken mine out of the hangar for a while; but, yeah, the Gunship is just great fun, period.

Ah, the fuel tank in there is not for travel. As you guessed it is basically ammo for the plasma slug PAs. About how much ammo it provides. I am not certain, but I think that plasma slug uses 1/8 tons per reload. In that case 16 tons would be 128 reloads: ~600 ammo. Now for the 3 PAs that would mean saving 1 synth for each if only using the normal fuel tank and if using the extra you would have somewhat less than 400 ammo for each of the PAs (not sure though) on the exact usage.
Anyhow, you can certainly sacrifice one shield reinf for better hull. Especially when the NPCs have access to engineered weapons also.

I suppose that the FAS is more like the fdl, vulture, viper iii if you can make it a shield tank. The chieftain is more like Viper IV - shields down and Hull at 50% - no problem, you've still got a couple of hours of combat left. Except that you do put a bit of a shield in the chieftain; whereas the Viper IV is best shieldless

the FAS is a Hull Tank.

i suppose it could be made into a Shield Tank of sorts. but that would be a lot of work for a subpar Shield build.
 
A sprinkling of Guardian Shield Reinforcement Packages can turn any hull tank into a hybrid tank. Hull is heavy, too, so beefing up your shields at the expense of hull can mean a faster lighter ship.
 
But, I can use my FDL instead for that. Or for a true hybrid, I've got the Krait (admittedly, though, it is a large, flat target, when not face tanking or tailing).
 
I don’t gatekeep by saying what is a “true” something or other. All I’m saying is that by adding a bit of shielding to an otherwise undershielded ship, you can make a more versatile ship and give yourself flexibility in how you build it. A Chieftain with 600+ shields can be formidable.
 
One ship I hate right now is the viper iii. I've been slaughtering elite cops at a checkpoint and those chaff spamming scum keep leaving on in elite wings of three and attacking me mid kill. They are small, fast and hard to hit at the best of times; but, when they spam chaff, they are irritating as hell.

True, it is always possible to use the meta ships for combat. I personally very much liked how the shield tank FAS turned out to be in practice for PvE. I like flying it a lot more than I like my FDL so it is my ship of choice. At some point in game the player will have access to all the ships and all the engineered modules they could ever want and after that it really is up to personal preference. The addition of engineering and the guardian modules the viable build variety has blossomed a lot and I like that aspect of the game.
 
Chieftain is a beautiful and good Ship but a Nightmare to handle with x-box controller and fixed Rails (Plasma, Pacifier works good)
FAS flies more smoothly, has fewer but more flexible hardpoints (Plasma/Plasma) it is somewhere between the Vulture and the Krait Phantom (for me), it doesn't have much in common with the Chieftain
 
The Chief and FAS handlings are different. A lot. I like the FAS markedly more to fly around with, but compared to the Chief it's hampered by the lack of a size 6 internal and one missing military compartment. And it always runs hot quickly while scooping, even with a LE power plant. Hardpoints are another point, the lower ones are best fitted with PAs and nothing else. So the Chief has easily become my favourite UM vessel. I'd never use a FAS sadly.
 
I much prefer the look of the FAS.

Hardpoint placement and the ability to use a C6 shield make the Cheiftain a far superior combat ship.

I wound up using the Cheif for combat and the FAS as my general-purpose (non-cargo) mission runner, kitted out for Salvage, Planetary Scan, etc and able to take out any NPCs sent after me.
