The Colonia background sim is working as it should?

Hi Frontier.
Seems like you have stuff™ planned for somewhere down the line out here in the 'Colonia Bubble', so me and more than a few like-minded Commanders have decided to forgo the excitement of all the new shinies occuring back there 'at home', in order to be ready for whatever it might be you have planned - as and when. Meanwhile, we feel like we are being royally, and I do mean ROYALLY done over by your seemingly insouciant approach to the mal-adjusted BGS operation out here. We can't do squat for wondering exactly what it is you expect from us. Please, please, PLEASE get your swodding act together. As in, make the damn thing CONSISTENT, make it work the same for EVERYBODY, regardless of faction and/or location. Stop sticking Colonial Council in every system you open up. Get the missions from ALL the stations and outposts to GO to all the stations and outposts, not leave us constantly ferrying back and forth between this or that 'pair'; come to that, get the stupid mission-boards to actually hand out missions! And REAL missions at that, not the 'same-old' boom data delivery, expansion data delivery and like that boredom-erama we seem to be stuck with right now.. Oh, and it doesn't matter to us one jot if it's consistently at odds with our BGS experience in or from 'The Bubble', just as long as it is SWODDING CONSISTENT!.

It is true that BGS behavior here in Colonia is "interesting".

And mission behaviour is particularly interesting - it seems that the non-passenger missions with >15LY range aren't available near Colonia, which gives very limited mission choice in systems with only one <15 LY neighbour, and constantly empty boards in systems with no <15 LY neighbours.

When the phase 5 and 6 systems get populated and add a lot more of those isolated systems, many of them will have bad mission boards (at the moment, almost every system - except the Rock Rats - at least gets some missions) so this will get more significant soon.

I made a more detailed set of suggestions on the Colonia missions at https://forums.frontier.co.uk/showthread.php/354166 - enabling the medium range missions from the Sol bubble, and allowing isolated systems to generate zero-range missions. (Though as it's not at all obvious why they don't currently show up, I don't know if this is "really easy" or "well, we could do that but it would mess up misssion generation everywhere else")
