Most likely it's the same as the pre-engineered one available from the tech broker. But the entry fee to qualify for it is rock bottom, so there's little reason not get involved.
I hope you've already handed in at least one tranche of exploration data, because at the moment the system is under the Lockdown state, and that means Universal Cartographics is closed. Do some bounty hunting in the system and hand in the vouchers there, that will help increase security in order to get the system out of Lockdown.
