The danger must be segmented so everyone would be happy

Don't make all NPC's everywhere the same. In normal / high security systems & routes, apply the old ones. Old flight model, old weapons. Casuals and newbies would be very happy.

Gradually step it up (by location).

When you fly into lawless systems, you'll meet tougher crowd - new flight model, new weapons. In those systems, when you go into RES or CNB - there be dragons.

The difference between Low Res / High Res / CNB should be not only by having cop's help or not, but by the rank (and equipment) of the opponents you'll find there.

So the people who embrace this new enemies will have places to go and enjoy. And the others will know what to avoid.

You're acting like they are ALL the same. It's based on your rank and location. And you're more likely to fight harder enemies in High Res than Low res.

Frontier already did this. If you're Elite you won't notice the difference.
 
Ask Frontier to add a dumbshoot arena, where ships just spin in place and never shoot back. Then you can blow them up and gain dumbshoot elite rang in that arena and tell everyone how good you are at it.

With regards to the normal Elite galaxy, there should be no place with NPCs scripted like this, it's yuckie and unbelievable.
 
Players start out in a Sidewinder, which is one of the most maneuverable ships in the game, and it's also reasonably fast. They can die at no penalty, and even with a few upgrades, that thing is still cheap to replace. New players will also start out in a lawful system, which means that the new, improved, and very much functional police will react to hostile actions within a rather short time. It is entirely possible to outmaneuver an enemy in a Sidewinder (or Eagle, or Viper, or Adder) for that long, as long as they don't take stupid advice like trying to indiscriminately run from everything which will just get you a load of missiles or railgun up your thrusters. Once the fuzz appear, there will be a lightshow and a bounty. There will be the occasional time where you're pitched against a high-ranked NPC or just something with a fat turret, but that's life.

There's some nagging issues like the tendency of NPCs to not grade on actual cargo characteristics and go after empty or pretty much worthless ships, that should definitely get fixed. I also don't really see a point in an Eagle trying to nick my 96 units of 300cr-a-tonne-something when they could only reasonably haul what, two? The "new trader experience" could be improved, and Frontier have stated that they are very much looking at it.

All in all though, the game already puts new players in a very good place to get better.
