TL;DR from post: "The dark wheel station is in the permit-locked LFT 509 system in some form. We cannot see it but all logic points here, and nowhere else in the galaxy. To catalogue permit locked systems, park a Fleet Carrier within 20LY of the target permit system - be it an Unknown Permit, the unchecked Security permit, or one of the known fully mapped systems above for verification. Open the galaxy map while docked, buy the data if possible, take screenshots. And keep that data safe. It's a long shot, but there may be hints for those with eyes to see. We are especially interested in hearing if console players can see more or less than we can."
What do y'all think? I think the station doesn't actually exist in the game, but FDev had plans to put it there at some point.
