I dont get it; fleetcom discord is just a group messaging service basically. How does shutting it down affect pvp ?

Or put another way, why would shutting it down prevent unwanted pvp?

I'm guessing you mean that griefers were using fleetcomm to locate other players in game and track them down?

Or that the tone was becoming toxic?
