I am looking at the ones inside the station right now. I think it is more of an aesthetic choice to have the billboards constantly shifting in and out of focus. To be honest, I think the effect is very nice but it should be a transition effect between ADs rather than one that keeps happening while an AD is being displayed. I don't know if anyone agrees with me so I am making the suggestion that they turn it into a transition rather than an effect that makes it look like there is a data transmission interference problem. I think that if that were really happening in a real space station, they would get it fixed.
